Moves

Dragon Pulse - Egg Move (from her father, a Kingdra) - :icondragontypeplz: - Singing on the note Mi, Phoebe's body is surrounded by a turquoise aura. Pointing one finger at her enemy, she can use that aura to create an energy ball of the same color, and then shoot it at the enemy.

Protect - :iconnormaltypeplz: - As Phoebe raises one of her hands or her weapon, she can summon a glass like shield, that can block any attack. If used consecutively, the barrier starts to crack and the chances of blocking attacks grow smaller and smaller.

:new: Dragon Tail - :icondragontypeplz: - Phoebe gathers energy in the glass-like gems on her tail, and hits the opponent as they glow. Her experience as a dancer makes this move one of her favorites. It can knock out little Pokemons.

:new: Aqua Tail - :iconwatertypeplz: - With hard work, she now can master water to some degree: using her tail and the two spherical crystals attached, she summons a wave like that of a raging sea.

Ability:
Shed Skin - Phoebe's body, always dancing upon the water, has learned to be really hydrated. Sometimes, her body can expel any poisons that affects it and can cure burnt skin.

Accessory:

-Pink Armband given by her grandparents, sometimes used as the third strand of a braid.
-Many bracelets (she needs some fashion after all)
-A dagger, given to her by Dark Rayborn (Sub-Leader of Cassus)

Personality

Once an entertainer in an almost-famous circus in Cassus, her personality and behavior changed a lot as she met new people and experienced new things.
She is brave, even more than before, and decided to take her life in her own hands. Always ready to give her whole self for a righteous reason, or at least one she believes in, she became protective of her friends and in general of any and every citizen of Cassus. The feeling of brotherhood is strong in her, and she is ready to give her trust to anyone pretty easily (especially fellow inhabitants of Cassus), much to her danger, could be said. 
She could be described with the word naive, too: someone whose feelings are easy to understand, someone whose trust is easily awarded.
Someone really easy to trick. 
She's really socially active though, thus meeting new people on an almost daily basis, and makes up to her naivety by being quite exaggerate on what she says and does, without her acknowledging it half of the time, even if she tries to be more serious, as expected from a Sentinel or a Guard, which she aims to be.

Talents

 She's not really skilled as a mage, mostly using magic during her performances in the circus. She can control and create water to a certain degree though, the glass-like gems on her tail being a way to channel this power and thus using it efficiently. 
Her apnea skills are pretty good as a side effect of that: being so much used to water from a young age, her body adapted to the new situation.

-Her tail is much stronger than the rest of the body. She uses it as a weapon, alongside her kicks.
-She can use her tail as a way to propel herself when jumping, running or swimming. (The effect is weak, and most noticeable when she jumps)
:new: -Phoebe is pretty elastic and precise in her movements due to her job as a dancer.
:new: -She learned in the last months how to use that dagger. She may not be the best melee fighter around but she's got some skills.

Weaknesses

-Still not too happy with revealing her horn, as she still finds it not lady-like. She's trying to get over that, though. :new:
-With the growth of her wings, she acquired another great weakness. Her wings are pretty large, but pretty weak, too. :new:
-The dagger being a gift, besides her main weapon, she will restlessly search for it if lost. 
-She isn't even covered with armor or anything. And so... she has really low defenses.
-Also, this girl isn't prepared for snow or... well... better not to talk about hailstorms. Too dangerous for her.

Background

---That's a good Prelude
Her parents are Merchants, like her grandparents were. She always lived with her uncle and aunt, a couple of mages, and when her parents came back, she returned to her family's house, a little far from the city, in the countryside.
Living with her uncles and seeing so rarely her parents, she learned the valor of having a place where to come back.
She mostly stayed in her uncles' house however, she was a really shy girl at that time. And she practiced many things inside the house, like drawing or painting, and even building things. (Even if she wasn't good. At none of them.)
Mediocre in everything expect few subjects, her uncles weren't hopeful when she tried with magic. Much to their surprise, it went far better than expected, Phoebe being well-versed in controlling water. Their teachings could not be good like those of truly skilled magicians, and Phoebe's skills weren't that of a genius, but it was at least something she could do.
The last time her parents came back she decided to stay in her family's house. Turned eighteen recently, she was able to stay in that house, waiting for her parents to return and finding a job with a just arrived merchant. 
And so, her life was like that for almost half an year, before the merchant went away, without even a goodbye. She fell in love with him, and the memories of him, and the way he left her made her reflect on many things, leading to her deciding to come back to her uncles. And so she did. Staying there, with some money left and all of the costs of food et cetera taken by her relatives, she dedicated most of her time to change. To become a new person.
And when the circus came, she found the perfect occasion. She got that job and left the house of the uncles again to stay with the circus, as long as it will stay in town.
Phoebe became a dancer there, dancing on a metal plate covered with a layer of water. Her dancing made the water jump, creating really good effects. Her affinity with water was a help, too. 

---The October of No Sleep
The month with no sleep. That's how Phoebe learned to call it. The month when Dark was possessed by a Spiritomb, who used his powers to create chaos in Cassus and in all Orbis. No one could sleep well, every night was a fall into the most terrible nightmares. At the end, the lack of sleep made everybody tired, only a few people seemingly resisting. 
Her memories of the day when she almost died and of the period she passed with the merchant came back to her in form of bad dreams. They distorted everything she remembered, making the whole month a tragedy. The sorrow was filling her body, her head was aching all the the time, just as likely as her body.
At the end, she decided to put away the pain and do something, she couldn't take it anymore. She collected some silver weapons, from rifles to long blades, and become searching for the Sub Leader. 
Phoebe chased him for some hours and then she fought. One silver bullet, shot from a silver rifle hit the Odd KeyStone, and finally put an end to the pain all Orbis was feeling. Everyone could sleep better now.
But she found herself feeling fear, and panicking, the lack of sleep really dangerous for her body, as it was almost at its limits. Because of that, she decided to grow stronger and stronger, so that she could defend herself and her own country, and become a warrior, a soldier. A paladin.
She is now trying to talk with Lauc about that.

---:new: The New You
She got a chance to talk with the leader of her Country in the last months, and it led to unexpected results: the Dratini became eager to start a training routine with him, improving the chances to become a guard of Cassus. She still thinks that being a sentinel will be exciting and is ready for a lot of work with some hints of fun, surely not a job that will restrain her "journeys" in the neighbor Countries.  
She forged a relationship with the mysterious man that gifted her her beloved dagger. As soon as they were about to meet, great pain came from her back and tail, the scales peeling off, leaving the long limb shore all the time, and on a memorable night (mostly because of the pain) great wings came out of her back. 
Without power to scream nor move, she collapsed on the ground near home, to wake up the next morning feeling new power flowing in her body, and of course, noticing the weight of that large pair of wings. Her body structure isn't yet developed fully, the bones too heavy and the muscles too weak to allow her the power of flight. 

Other
-Her ears are pointed. (not only like an elf, she has three points, one under the other.)
-She almost died one winter, when she was playing in the countryside, and suddenly, the temperature got really cold. Fortunately, her parents found her in time. But now she hates snow and everything related to it.
-Her uncles had a small Goldeen as a pet.
-The pink armband was given to her by her grandparents, but in fact, that armband comes from Sihir.
-Far heavier than many girls. "DAMN. Stupid wings."
